The High-Way: Safeguarding CMV Fleets — Data to Deployment — Tackling Drug‑Impaired Driving in Commercial Vehicles

Drug, alcohol, and multiple substance impairment in commercial motor vehicle (CMV) operations presents growing safety, regulatory, and operational challenges for fleets and the criminal justice system.
This session moves from national data to deployable solutions, oral fluid screening technology, and practical training approaches. Attendees will review multi‑source crash and testing data, learn about the impacts of common and emerging psychoactive substances to include prescription/OTC combinations, oral fluid screening is a proven technology to assist in identifying drivers who could go undetected. This session will also include a module on employer-focused training models such as cannabis impairment detection workshops (“Green Labs”) to support fleet and safety managers.

Whether perpetrated for commercial sex or forced labor, human trafficking – or modern-day slavery – is occurring along America’s roadways. Of the estimated 50 million victims worldwide, thousands of girls, boys, women and men are trafficked for sex or labor in the United States.

Investing in Safety: FMCSA Grants and How to Apply

Federal grants can spark big safety improvements—but knowing where to start can be challenging. This session will walk eligible organizations through three key FMCSA discretionary grant programs: the CDL Program Implementation (CDLPI), High Priority–CMV (HP-CMV) and Innovative Technology Deployment (ITD) grants.
Isabella Marra will outline the purpose of the CDLPI program, how to apply and highlight success stories from recent grantees. Protecting Our Most Precious Passengers: Advancing School Bus Safety

Ensuring the safety of students on America’s school buses requires coordination across local districts, state inspection programs and the national transportation industry. This session brings together key voices from each level: Caney Valley Schools Superintendent Blake Vargas will share the perspective of a small district operating its own fleet and navigating limited resources; Nicholas Betts from the Wisconsin DOT will discuss the role of rigorous inspection programs in preventing safety issues before they arise; and Curt Macysyn of the National School Transportation Association will provide insight from the broader industry serving larger districts nationwide.

Andrew King is the director of operations for the Owner-Operator Independent Drivers Association Foundation, Inc. (OOFI). In this role, he conducts industry research and analysis, including freight market research. He also develops, deploys and administers educational programs such as OOIDA’s Truck to Success.
King has served as a subject matter expert and co-author providing various information and input to state and federal agencies as well as industry research groups. He also authors OOFI’s monthly freight market report and has worked at OOFI for 15 years.

More recently, he has worked on software development for generating reports of crashes, and statistical models for traffic data, including linear mixed effects models, hierarchical Bayesian models and functional data analysis.

From 1985 to 2015, he served at just about every echelon in the United States Army, achieving the rank of Colonel and commanding at the Company, Battalion, and Brigade levels. His assignments included 3 overseas tours and combat deployments to Bosnia, Iraq, and Afghanistan. His civilian education includes a Bachelor of Science Degree in Business Administration from The Citadel, a Master’s Degree in Business Administration from Syracuse University and a Master of Science Degree in National Security Strategy from the National War College.

He began his trucking career in 1992 as a motor transport operator for the U.S. Army Reserve. He joined the commercial trucking ranks as a company driver in 1994 and by 1996 he was an owner-operator.
In his 25 years he accumulated more than 2.5 million safe, accident-free miles behind the wheel. He worked with Landstar Ranger for 13 years under his company name, Bum Steer Trucking, but parked his truck in 2017 to work full-time for OOIDA. By 2018 he was elected OOIDA’s executive vice president.
Pugh has received Landstar’s Star of Quality Award, the Million Miles Safe Drivers Award, been named in the Top 20 Contractor’s for Mercer and was inducted into the MATS Hall of Fame in 2023. He regularly travels to DC to testify in Congressional hearings and meet with lawmakers about issues affecting small-business truckers, and attends numerous Commercial Vehicle Safety Alliance (CVSA) meetings as an industry representative.

In his 25 years he accumulated more than 2.5 million safe, accident-free miles behind the wheel. He worked with Landstar Ranger for 13 years under his company name, Bum Steer Trucking, but parked his truck in 2017 to work full-time for OOIDA. By 2018 he was elected OOIDA’s executive vice president.
Pugh has received Landstar’s Star of Quality Award, the Million Miles Safe Drivers Award, been named in the Top 20 Contractor’s for Mercer and was inducted into the MATS Hall of Fame in 2023. He regularly travels to DC to testify in Congressional hearings and meet with lawmakers about issues affecting small-business truckers, and attends numerous Commercial Vehicle Safety Alliance (CVSA) meetings as an industry representative.
Linda Hill, M.D., is a professor, founding faculty member and associate dean of the Herbert Wertheim School of Public Health. She is the medical director of the UCSD Training, Research and Education for Driving Safety (treds.ucsd.edu).
